Is there a technique to overlay a line plot over an image plot? This happens for example, if we used DPlot to display geographical variables and we want to overlay state boundaries.

No, sorry, there's no way to do that within DPlot currently. If I were to attempt this myself, I'd copy the DPlot graph to the Clipboard and paste the enhanced metafile version into PowerPoint. The metafile has a transparent background and so works well for this.
