Why for some plots I can save them as wmf or emf, but for others I can't (there is no wmf or emf option in the drop down menu of save as for these plots)? I don't see differences between my figures.

Contour plots with shaded bands cannot be saved as .wmf or .emf. That isn't a rule about metafiles, but a DPlot design decision. Those plots color every individual pixel. The resolution for metafiles as implemented by DPlot is 2540 dpi, so a reasonably-sized plot of 4"x4" has over 100 million "pixels". The resulting metafile would be ridiculously large, so I disable that option.
